**US KEEPING HIGH PROFILE IN CE's NATO BID**
US Assistant Secretary of State for European Affairs Richard
Holbrook was in Budapest over the weekend to attend a
conference of the United States ambassadors to Central Europe.
The aim of the gathering was to review how the United States
government can support the European integration of the Central
European states. Holbrook, who last week visited Bratislava
and Bucharest, told reporters that the US government's basic
policy for the region is to continue integrating all the
former Communist states into Europe, in his words, to expand
the institutions of Europe to match the map of Europe. When
pressed on the time table for acceptance of these countries
into NATO, Holbrook said the process of NATO enlargement has
already begun and nobody but NATO will decide the pace. He
added that if the Russians want to slow down NATO expansion,
they can try but they won't succeed. Holbrook warned,
however, that countries with territorial disputes or
unresolved ethnic conflicts are going to have "great trouble
getting into NATO." At the same time Holbrook said he was
satisfied with what he'd heard on his visits to Slovakia and
Romania on progress toward basic treaties with Hungary. While
in the Hungarian capital Holbrook also met Hungarian Prime
Minister Gyula Horn and his choice for new Finance Minister
Lajos Bokros as well as the new chairman of the National Bank
Gyorgy Suranyi. Despite recent concern over Hungary's
economy, Holbrook stressed that in his discussions he'd
expressed the US government's strong support for the Hungarian
government's current economic stabilization policy. --Duncan

**OSCE SEES SOLUTIONS IN ROMANIA**
A senior official of the Organization for Security and
Cooperation in Europe, or OSCE, says Romania's problems with
ethnic minorities could be solved through dialogue. Max Van
der Stoel is in charge of minority issues for the OSCE. During
a recent visit to Bucharest Van der Stoel held talks with
Prime Minister Nicolae Vacaroiu and other senior Romanian
officials on minority issues, especially those concerning the
country's large ethnic Hungarian community. Recent claims for
local autonomy and control over language and education by
ethnic Hungarian leaders have triggered a wave of protests
across the political spectrum. Romanian nationalists have
accused the Hungarian Democratic Union of Romania, which
represents the country's 1.6 million ethnic Hungarians, of
trying to destabilize the country.

**IMF SETS HUNGARIAN GOALS**
Outgoing Hungarian Finance Minister Laszlo Bekesi says the
International Monetary Fund wants the country to lower its
budget deficit to $1.7 billion and its current account
shortfall to $2.5 billion. Bekesi resigned last month, and
leaves office Wednesday. He says meeting these requirements
will be essential to a three-year agreement with the IMF.
The deal would enable the country to get international loans
at favorable rates. Hungary now only has a stand-by
agreement. The country's 1995 budget calls for a $2.5 billion
deficit. The current account was nearly $4 billion last
year.

**CONFIDENCE RETURNING TO CENTRAL EUROPEAN MARKETS**

An interview with Neil Greer, an emerging market sales specialist
with Credit Suisse First Boston in London.
Greer: To say a general comment, it's that we're kind of seeing
the effects of Mexico, and the Mexican peso crisis, as
beginning to fade more into the background. With respect to
Hungary and Poland, where recently there's been some political
turmoil, this too is starting to settle down. So, the markets
in general were kind of sideways to slightly up. That's a
sign that some of the turmoil is getting behind us and
hopefully we'll be getting more concrete steps from the
governments in terms of tackling their individual problems.
CET: So would you say investor confidence is returning?
Greer: I believe that it is, the caveat being that actions
speak louder than words, and while we've had some very
positive speeches and comments out of the various governments,
I think people are moving back in very slowly, and hoping that
events will prove their optimism correct.
CET: Okay, looking at the Czech Republic, the second wave of
privatization stocks will be traded starting Wednesday, any
word on that?
Greer: The second wave shares, as they are known, tended to be
smaller companies than the first wave shares. For next few
weeks, the indexes that you see which represent the czech
market will not be fully reflective of the actual
capitalization represented by these second wave shares.
That will take a few weeks to sort itself out.
CET:What are the best picks ?
Greer: The big shares that are going to be most popular out of
the second wave will be SPT, the telecoms company, and a
couple of the pharmaceutical companies. These will probably be
the blue chips, as they say, from the second wave. There's
going to be a bit of a tug of war up front, where people who
have the shares, mostly domestic holders, Czech individuals,
may want to sell those shares and convert them into cash. At
the same time, some of the domestic institutions, i.e. the
voucher funds, will be doing some re-structuring, and there
may be a lot of supply in the market initially. That will take
a little while to be soaked up by the international
institutions.
CET: Turning to Budapest, we see the central bank now
dispelling rumors of a large forint devaluation. What's the
feeling on this?
Greer: It is the belief of Credit Suisse First Boston that the
country does not currently need a large -- that is -- double
digit devaluation. But that current methodology of slow,
incremental devaluations, in line or slightly above inflation,
is enough to help, from an export perceptive, with the current
account problems Hungary faces, and that a large part of the
solution to that problem is going to have to be oriented
toward fiscal policy and tackling the budget deficit
CET: We see Hungary's new finance minister Lajos Bokros and
Central Banker Gyorgy Suranyi taking office Wedensday. Are we
also going to see a market re-bound?
Greer: I think we'll have to wait until after Bokros and
Suranyi get settled in their positions and either have some
sort of devaluation, be it their standard 2 percent or 1.5
percent monthly, or something larger, perhaps on the level of
5 to 8 percent. There have been market rumors of a
devaluation of 10 percent or more. We think that is quite
unlikely. But, at the same time have to wait until there is a
clear signal one way or another before people come back to the
market in earnest.
CET: And in Poland, we saw a couple of wild market swings,
based on items in the news. The Central Bank raising interest
rates and then the Finance Ministry cutting back on the .2
percent transaction tax at the end of the week.
Greer: What really drove the Polish market was the increase in
interest rates. The central bank took that action and it was
not agreed upon by the finance minister and the government. So
you've got a conflict there and as it's a conflict in the
press, it shakes the confidence of the Polish investor. At
the same time they were suspending the 20 basis point turnover
tax that is charges on all sales of stocks. We can't say
exactly as a result of that we did see the market jump
significantly, 7.5 percent, which is one of the biggest jumps
this year.
CET: So this just follows the pattern we've seen all year, news
driving the Polish market up and down?
Greer: It seems to be. It is the one market that's driven by
retail investors. And they don't necessarily have as long a
time horizon as the international institutional investors who
are more fundamentally driven. As they look toward the Polish
market and get more and more involved, we would hope to see
the volatility slow down as the year goes on.

**BALKAN CONTAINMENT ON BRINK OF COLLAPSE**

US President Bill Clinton is considering sending American
troops to cover the withdrawal of the United Nations
Protectionary Force (UNPROFOR) if Croatia makes good on
threats. Croatian President Franjo Tudjman has announced that
he won't renew the mandate of the UNPROFOR, which expires
March 31. Fears are also mounting that the Croatian Army will
try to recapture the Krajina region, taken by Croatian Serbs
in 1991, after the UN is gone. CET spoke with the head of the
faculty of International Law at Budapest's Eotvos Lorand
University, Laszlo Valki, who's a specialist on security
affairs in Central Europe. Valki has little doubt that the
fighting will flare up almost immediately and that Belgrade
will very soon get pulled in.
CET: What will happen first, once UNPROFOR has pulled out?
Valki: First of all, there might be small clashes between the
Serb troops stationed in Krajina and the Croatian troops. The
Croatians, very likely, would like to get these territories
which are now under Serbian occupation and at the same time,
the Serbs would see the UN troops not present and they would
think now they can do something more than they have done
before. So I'm very much afraid that sooner or later the
clashes will escalate and war may break out between the two
countries.
CET: The two countries of Serbia and.....?
Valki: Even between the two countries, not only between those
Serbs who are stationed in Krajina, in the Krajinas, but also
those who are in the so-called small Yugoslavia.
CET: The Krajinan Serbs may be assuming that the Serbs from
"small Yugoslavia", from Belgrade, will help them. That's not
necessarily the case, is it? Milosevic is not necessarily
going to support them.
Valki: That's true. But even if the Serbs in Krajina would
start anything against the Croatian troops and if, as I said
before, clashes broke out, then the Serbs at home, so to say,
in the small Yugoslavia, they might be willing to help the
Serbs, their compatriots, too.
CET: You mean there might be such a strength of feeling from
the people that Milosevic would have to help, even if he
personally.....?
Valki: Milosevic wouldn't be able to avoid any assistance given
to the Serbs living in Krajina. That's what everybody's
afraid of.
CET: There are two Krajinas, as you mentioned earlier. There's
the eastern one, which borders on Hungary, and the western
one, which borders on Bosnia. Will there be any differences
in the way those two communities behave?
Valki: Very likely, the one which is close to Bosnia would
enter into clashes earlier than the other one. For obvious
reasons. Because there is a war in Bosnia which is still
going on and there's comparatively a calm situation in those
terrirtories which are close to the Hungarian border.
CET: Do you expect the war to start there, but presumably to
spread to the other side?
Valki: It might spill over.
CET: If war does break out in eastern Krajina, the section
which borders on Hungary, what are the implications for
Hungary. Will it be contained within the border?
Valki: I'm sure that it will be contained within the former
borders of Yugoslavia, at least if we extrapolate the
experiences we have gathered during the war since 1991. I'm
confident that the Hungarian Army would be able to stop any
unit crossing the border.
CET: So they don't need, for example, perhaps a UN presence on
the border to reinforce that protection?
Valki: Not at the moment, of course, and I don't see that in
the foreseeable future.
CET: President Kucan of Slovenia, said on this program that he
understood Tudjman's move because nothing's being done about
the problem and that perhaps this might make the international
community try and solve the crisis of the minority problem in
Croatia. Do you think that might happen? That it might force
people to start addressing the problem?
Valki: I don't see that anything would force the outside world
to do more than what has been done before. The war is already
on for the fourth year and I don't think that any movement
like this would change the situation at all.
Once again, full scale war between Croatia and Serbia is staring
Western leaders in the face. This is arguably the most
serious development since the start of the four year conflict.
While UN and NATO policy toward Yugoslavia is seen by most
observers as a failure, it's at least succeeded in restricting
the war to Bosnia. An UNPROFOR pullout from Croatia could
leave that policy in ruins and take the Balkan war to new
levels of bloodshed with a spillover into neighboring
countries. That's why the race is on to get President Tudjman
to change his mind and extend the peacekeepers mandate.
