**CENTRAL EUROPE DIVIDED ON WWII REMEMBRANCE**
Hungarian celebrations of the Allied victory in Europe were
fairly low key. And Poles recalled the end of the war with
mixed emotions over the weekend. In ceremonies across the
country there were divisions between Poles who saw the
presence of Soviet forces in 1945 as primarily a liberation
and those who view Moscow's victory as the replacement of one
foreign oppressor by another. In some cases, soldiers who
served in Polish forces under Soviet control held separate
ceremonies from those who fought in units commanded from
London. Some groups representing Poles who fought in
pro-Western armies and underground forces or who were
persecuted by the Communists announced they'll boycott
official events commemorating Victory Day tomorrow.
**HUNGARIAN PRESIDENTIAL POWERS WON'T CHANGE**
Constitutional Court has rejected a call by the rightist
opposition for a national referendum on changing the now
largely figurehead presidency into a post with executive
powers. The papers said the court has ruled that
constitutional changes can't be the subject of referendums.
The opposition Smallholders party earlier this year collected
more than 156,000 signatures in support of a directly elected,
powerful presidency. The Smallholders said they'd nominate
their leader Jozsef Torgyan for the post. Under the Hungarian
Constitution, a referendum must be held if it's requested by more
than 100,000 people. Right now, Hungary's presidents are elected
by Parliament and aren't involved in day-to-day politics. The
ruling Socialists have already indicated they intend to re-elect
current President Arpad Goncz when his term expires in July.

**POISON SCARE HURTS HUNGARIAN PAPRIKA INDUSTRY**
Hungarian exports of the spice paprika are still depressed
after a poison scare last year, said Lajos Lakatos the head of
the Hungarian Paprika Council. He said export income has
fallen 40 percent since the scare even though exported paprika
was not contaminated. Over 100 people got sick in Hungary
after criminals laced low-quality paprika with red paint
containing lead and passed it off as high-quality paprika.
Before the scare, Lakatos said, Hungary controlled 10 percent
of the world's $500 million-a-year paprika market.
**JAVA SMUGGLERS TAKE BIG SHARE OF HUNGARIAN MARKET**
Cocoa and coffee smuggling into Hungary equals some 30 percent
of what's legally imported. That's according to Laszlo Ranky,
the head of the Hungarian Coffee Association. Ranky said the
smuggling is mostly done by small firms and individuals
because of high taxes and import duties, which can be as much
as 50 percent for instant coffee. Hungary's registered imports
of coffee stood at 40,500 tons in 1994. Smuggling methods
range from simply hiding imports to cheating on documents and
registering smaller amounts than what was really brought in.

**FOREIGN INVESTORS STILL MAKING NOISE IN CE MARKETS**

Foreign demand has continued to play the major role in central
European markets of late. Budapest, especially, has come
alive, generating interest from foreign investors who like the
liquid stocks and Hungarian Finance Minister Lajos Bokros'
austerity plan. CET spoke with Niel Greer at CS First Boston
in London. He said Budapest has suddenly become a buyers
market.
Greer: We've seen that initially in the pharmaceuticals and
somewhat in the premium food sector with Pick and Zwack and
just these last few days we've seen it quite strongly in the
construction stocks, namely Pannonplast which is up 10 percent
in the last two days. We're confident that the country is
going in the right direction. Even more so the fact that
there's a peg devaluation, at least for the rest of the year
that quantifies the currency risk that investors have to deal
with. So as an investor the risk package as it were, begins
to diminish.
CET: Is investor enthusiasm still high in Warsaw?
Greer: We think that the retail investor in the Polish market
is a bit out of it right now and the foreign investors are
taking a little bit of profits. It's becoming a very
attractive alternative as the zloty appreciates against the
dollar.
CET: How are bad bank loans and debt consolidation affecting
the markets in Budapest and Prague?
Greer: In general the banking situation in all these countries
is becoming slowly but surely better. Most of these banks are
finding either strategic partners or other sources of capital.
In the Czech market, there've been a lot of rights issues and
that has hurt the banking stocks there. In Poland, since
there've been a lot of privatizations and IPOs in the last six
months and probably are several more on the horizon in the
banking sector, there's an awful lot of banking stock out
there and that's depressed prices in the banking sector.
CET: What could change the inert Prague market?
Greer: Only about 50 percent of the volume is done on the
Prague stock exchange, so exactly what the price a stock is is
difficult to determine to someone who is not locally involved
in the Prague market. Eventually people are going to have to
pay up for the companies they want. It's going to be
difficult to get people to do that due to the non-transparency
of the Czech market.
CET: What were the big movers in Central Europe this week?
Greer: Certainly in Prague CEZ still represents most of the
volume in the market we've seen. SPT, we've seen interest in
that stock picking up as well and that again is one of the
blue chips of the Czech market. In Hungary, the blue chips
have tended to be the pharmaceuticals and the premier food
companies Zwack and Pick. In Poland, we see an interesting
situation in that the blue chips that were referred to as such
six months ago, companies like Zsivet and Vedel and Electrum
really lagged behind in this run-up. The small manufacturers
really led this latest run-up and the blue chips played a
little catch-up there.
