Ez sajnos nem nagyon mukodik -- ha a veszelyes hulladekot nem tudjak
(elfogadhato aron) arra megfelelo helyre lerakni, akkor lerakjak egy
felreeso zugban, erdoben, arteren es elsompolyognak. A draga lerakok
(mint pl. a galgamacsai) csak a tisztesseges hulladektermeloket tud-
jak megbuntetni. Mivel a szemettermeles tipikus "kozlegelo csapdaja"
nem igazan tudok jo kitoresi pontot. Marad az allamilag finansziro-
zott hulladeklerako.

Az Allamokban hogyan oldjak meg az illegalis szennyezo problemajat?
Azt olvastam, hogy ott egy igen erdekes kvotarendszer van (szennye-
zesi kvotakat lehet vasarolni), de ez nem ved a stikaban galvanisza-
pos hordokat lerakodo, sotetben bujkalo ellenforradalmaroktol.

Egyebkent a galgamacsai ipari hulladeklerako muszaki vezetoje szerint
(vagy ket eve beszelgettem vele ilyesmirol) igen nagy penzek vannak a
tiltott hulladekimportban, szoval draga lerako => szemetexport.

Tele van a ... hocipom a Greenpeace-szel. Kitalaltak, hogy Pakson a
vilag egyik legveszelyesebb atomeromuve uzemel, es odalancoltak ma-
gukat a nemtudomhogyhivjak keletnemetorszagi eromuhoz, ahonnan az
ingyen futoelemeket kapjuk. Szerintem a Greenpeace jelenlegi veze-
toi harmadfoku exhibicionizmusban szenvednek es a kornyezetvedelmet
elhanyagolva fo eletceljuk, hogy cimlapra keruljenek az ujsagokban.

Tisztel KORNYESZ-esek.

Pontosan ez az amirol beszeltem: ugye ugy terjed a hir, hogy NDK-s 
nuklearis hulladekot szallitanak Magyarorszagra. A hir meglepett, 
ugyanis tudtommal Mo-n torveny tiltja az ilyesmit. Erre ma olvasom a 
HIRMONDO-t, hogy szo szincs ilyesmirol - 97 %-ban felhasznalt 
futoelemeket kaptunk gyakorlatilag ingyen. Az is szerepelt a hirben, hogy 
a Greenpeace meg akarta akadalyozni az akciot, illetve Mo-i kornyezetvedo 
szervezetek is tiltakoztak ellene. A Greenpeace szerint egyebkent Paks 
egyaltalan nem biztonsagos eromu. Megkerdeznem, hogy hol marad itt az 
objektivitas, hol marad a jozan esz? Ezuttal baromira elegem van a 
Greenpeace-bol. A paksi eromu biztonsagi mutatoi mindig is nagyon jok 
voltak es ebben senki sem ketelkedett (a Nemzetkozi Atomenergia Ugynokseg 
ellenorzi evrol-evre). Ezenkivul, mint mar azt tobben is irtak, a paksi 
eromuben fizikailag lehetetlen, hogy Csernobli-tipusu katasztrofa 
kovetkezzen be. A reaktor elavultsagarol pedig csak annyit, hogy a 
szigoru kornyezetvedelmi torvenyeirol ismert Finnorszagban 
is talalhato ilyen tipusu reaktor es nem hogy nem akarjak leallitani, 
hanem epp azt tanulmanyozzak, hogy hogyan lehetne a teljesitmenyet tovabb 
novelni, valamint az eredetileg tervezett elettartamat meghosszabbitani. 
A futoelemek szallitasa nem jelenthet kulonosebb problemat, hiszen az 
Oroszorszagbol erkezo futoelemek sokkal hosszabb utat tesznek meg vonaton 
es sokkal bizonytalanabb korulmenyek koztt, megsem tortent eddig meg 
semmilyen rendkivuli esemeny. A futoelemek pedig felhasznalas utan nem 
maradnak Mo-n, hiszen az ilyen nagyaktivitasu hulladek visszakerul 
Oroszorszagba. 
	Az egesz dologban az zavar a legjobban, hogy a kozvelemenyben 
biztosan az fog elterjedni, hogy a nemet nuklearis szemetet 
Magyarorszagra szallitjak. Ennyit a sajto aldasos hatasarol es egyes 
kornyezetvedo szervezetek aldasos tevekenysegerol.

En semmi esetre sem korlatoznam a helyi beleszolas jogat, ez egy 
szukseges kontroll a hivatalos szervek felett. Amit hangsulyozni akartam, 
az az, hogy a kornyezetvedo szervezetek, amelyek nagyon sok esetben 
felsorakoznak a lakossagi tiltakozas mogott (ezzel meg semmi bajom sincs) 
ne csak a helyiek felhergeleseben jeleskedjenek, hanem dolgozzanak ki 
valodi alternativakat es segitsenek is abban, hogy a lakossag elfogadja 
ezeket az alternativakat. Ha mindent csak megakadalyozunk, akkor nem 
jutnk sehova.

Ebben egyreszt igazad van, masreszt ez nagyon megdragitana az olyan 
arukat, amelyek eloallitasa soran veszelyes hulladek keletkezik. Az 
emberek tiltakoznak egy akkumulator feldolgozo ellen, de felhaborodnanak, 
ha a hulladekmegsemmisites nehezsegei miatt a sokszorosara emelnek az 
akkumulatorok arat. A technologia fejlodik, de azert meg egy jo darabig 
eleg tetemes mennyisegu hulladekkal kell egyutt elnunk.

Amit te atomszemetnek hivsz, az alig (3%-osan) hasznalt futoelemek.
Paks 1 DM-ert vette meg a nemeteketol, hiszen ugyanolyan tipusu rektorba
hasznaltak eddig mint a paksi. Ha nem ez tortenik, akkor azok a futoelemek 
egy "szemettaroloba" kerulnek, s Paks vasarol valahonnan ujat. Azaz abban 
az esetben foloslegesen elo kell allitani uj futoelemeket, es az 
atomszemet is tobb lesz. 
Persze, ha te azt akarod,
hogy Paksot zarjak be, akkor azt kell irni. De ha mar Paksot mukodni
hagyjuk, akkor ez a legjobb megoldas. A Greenpeace pedig probaljon
nyomast gyakorolni a nyugati kormanyokra, hogy a valoban veszelyes
reaktorokat zarjak be. A mostani kampanya a fentiek szerint (tobb
atomszemetet okozna) a kornyezetre karos.

FLAT TAX, VAT TAX, SPLAT TAX

There are four question to ask about any new tax proposal.  Will it be simple? 
Will it be fair?  Will it raise enough money for the government?  Will it be
good for the economy?

The flat tax promoted by presidential candidate Steve Forbes fails on all four
counts.  But so does our present tax system.  Forbes's contribution is not his
specific proposal, but his general call to rethink the tax system entirely.

People who are bold enough to do that are coming up with three alternatives --
the flat tax, the VAT (value-added) tax, and what, for purposes of
alliteration, we might call the splat tax, to be levied on pollution and
resource consumption.  Let's look at all three in terms of those four questions
up there in the first paragraph.

WILL IT BE SIMPLE?  At first glance the flat tax proposed by Forbes seems
utterly simple.  Seventeen percent off the top of earned income over $36,500. 
No tax on interest, dividends, or capital gains.  Complications will come,
however, with the definition of "earned income."  Surely we should subtract
state and local tax payments.  And the cost of the home office, interest
payments on loans, advertising, medical insurance.  We really should deduct
charitable contributions.  Before we know it, we'll be back to Schedule C and
Form XYZ.

A VAT tax is just a sales tax.  If the Feds got their money that way, as many
states now do, the price of everything would go up by maybe 20 percent, but the
process could be simple.  Households would never have to think about the IRS
again.  Retail businesses would have to collect the tax, but most of them
already do for the states.

A splat tax would be complicated if it applied to every smokestack and emission
pipe in the country.  The way to keep it simple would be to collect it at the
point of resource input, not waste output.  Tax coal, oil, gas, uranium, metals
at the well or mine.  Tax trees where they're felled, groundwater at the pump,
fish at the port.  We might want to put an extra tax on the more noxious forms
of pollution, such as radiation, but the primary bite could come at the
relatively few points where the economy sucks energy and materials from the
earth.  Not simple, but way less complex than what we've got now.

WILL IT BE FAIR?  The unfairness of the flat tax will be enough to kill it. 
Even if it's expanded to tax the interest and dividends of the rich as well as
the wages of those who work for a living, the law of diminishing returns tells
us that taking away seventeen percent of a low or even medium income does much
more harm than taxing the same percent of a high income.  If we are to have an
income tax at all, there are good economic reasons, as well as political ones,
to make it progressive.

A VAT tax hits the poor much harder than the rich, unless there are exemptions
for necessities and surcharges for luxuries.  The same might be true of a splat
tax, which would also cause prices to rise, but not uniformly.  Energy- and
materials-intensive products like cars and computers would go up more than
labor-intensive services like day care or massages.  I don't think anyone knows
how a pollution tax would distribute the tax burden, but it could, unless
corrected, be unfair. Corrections for fairness put an end to simplicity with
every kind of tax.

WILL IT RAISE ENOUGH MONEY?  Steve Forbes's seventeen percent would not bring
in enough money to run the government, unless he's planning enormous spending
cuts he's not telling us about.  Raising a flat tax high enough to balance the
budget would mean big middle class tax increases.

The VAT, if it were hidden in the price of products (as in Europe) rather than
added at the cash register, is nearly invisible.  It would be relatively easy
to raise without howls of outrage -- good for budget balancing, bad if you're
the type who wants a lot less government.

An energy/materials tax would also be unseen and hence less painful than a
check to the IRS.  But it would be hard to set at the right level to fund the
government.  A tax of $300 per ton on the carbon content of fossil fuels, for
example, (roughly equivalent to European gasoline taxes) would bring in $360
billion a year at present fuel-use rates.  But raising the price that much
would encourage energy efficiency measures that would decrease use and hence
government income.  Probably the only way to balance the budget would be a
slow, steady increase in energy and materials taxes, say five percent per year,
meanwhile reducing other taxes until they are no longer needed.  The slow price
rise would give users time to make the efficiency improvements that are the
real point of this tax.

WHAT WILL IT DO TO THE ECONOMY?  If you tax income, you discourage labor.  If
you tax capital gains, you discourage investment.  Every dollar of income or
capital gains tax costs the economy 30 to 40 cents in reduced economic
activity.  If you tax sales, you discourage consumption.

If you tax resource use and pollution, you encourage every ingenious idea for
efficient resource use, and you discourage pollution.  You also correct one of
the greatest faults of the market -- the underpricing of nature.  The flow of
vital materials from the earth, through the economy, and back as waste to the
earth will never go to zero.  There will always be something to tax.  Taxing it
will just ensure that we use the stuff of the earth with exquisite care and for
highly valued purposes.

Steve Forbes is right.  We should junk the tax system.  But not his way.
